Working Level is reported to parents on the student's report cards. WL is defined as what grade level of curricular outcomes a student has accomplished by the end of the year. This identifies academic level at which to begin next year. It is written as a number. Working Level is also reported on the new Student Record Folders.
Functional Grade Level is what is reported to NWT Education, Culture & Employment at the end of every school year. FGL is defined as what grade level of curricular outcomes a student has worked on for the bulk of the year. It is written as a whole number.

How do teachers determine Functional Grade Level?
It is important for teachers to use curricular outcomes as the base for the development of lessons and for the collection of data about both the processes and products of learning experiences throughout the entire school year. Arriving at a functional grade level is a two-stage process:
Assessment - the collection of evidence from a variety of sources and by a variety of
methodes that are relevant to the curricular outcomes.
Evaluation - interpreting the information that has been collected making a judgement as to
the level the student is working at, in relation to curricular outcomes,
numerous times over the course of the school year.
The Functional Grade Level is provided to the Department in May and refers to the grade level that the student has worked at for the majority of the school year, relative to the essential outcomes for language arts and mathematics.

Student A worked at Grade 3 curricular outcomes for the majority of the year. Student A's functional grade level would be '3'.
There will be some cases where a teacher may wish to consult other teachers for a final determination of FGL. It will be important that the classroom teacher provided a portfolio of process and product samples on the student, collected throughout the school year, so that the team can make a decision based on data.
